- 3 tablespoons all-purpose flour

Preheat your oven to 325ºF (160ºC) and thoroughly grease a 9×13-inch baking pan. Lining it with parchment paper, leaving an overhang on the sides, can make lifting the bars out much easier.

In a large mixing bowl, combine the all-purpose flour, quick-cooking oats, packed light brown sugar, baking soda, sea salt, and softened salted butter. Use an electric mixer on medium speed to mix these ingredients until they are completely combined and resemble a coarse, crumbly mixture. Be careful not to overmix.

Take half of the prepared oat mixture and firmly press it evenly into the bottom of the greased 9×13-inch pan. Reserve the remaining half of the mixture for the topping later. Bake this crust in the preheated oven for 5-8 minutes, or until it’s lightly browned around the edges and fragrant.
